The Harbormaster division of the Marine and Environmental Affairs Department provides services intended to protect the safety of people and vessels who use our waterways and waterside facilities.

Mariner Assistance and Emergency Response
Responds to mariners in need of assistance and supports other Town departments and the U.S Coast Guard during emergencies, search and rescue operations, and other marine incidents.

Aids to Navigation
Installs, maintains, and inspects all town-owned aids to navigation; ensures compliance with U.S. Coast Guard requirements with applicable.

Pollution Response and Pump-out Services
Responds to marine pollution incidents when necessary and operates and maintains all Town-owned pump-out vessels and facilities.

Enforcement
Enforces Town of Barnstable bylaws and applicable Massachusetts General Laws (Chapters 90B, 91, 102, 266) and associated Code of Massachusetts Regulations pertaining to harbors, docks, piers, wharves and waterways.

Mooring Management
Issues and administers annual mooring permits: monitors compliance with all mooring regulations.

Town Landings
Oversees the operation of Town landings and other waterfront facilities to ensure safe and accessible public use. Maintenance of general fund facilities is performed by Department of Public works.

State Boat Ramp Operations
Operates and Manages the Blish Point State Boat Ramp.

Marinas
Manages four (4) Town marinas; Bismore Park Marina, Prince Cove Marina, Barnstable Harbor Marina, Gateway Marina.
